Upon inspection of the Proctor Drain, which runs under portions of East Lansing and Meridian Charter Township, the Ingham County Drain Commissioner has determined that an emergency condition and public safety risk exists due to a drainage structure/manhole failure that includes backfill intruding into the storm drain which is causing subsidence under, and risks collapse of, Blue Haven Court, a road in Meridian Charter Township, and that repair of the drainage structure/manhole and restoration of backfill is necessary to alleviate and mitigate the emergency condition.
