East Lansing-Meridian Water and Sewer Authority (ELMWSA) Raw Water Main Project
The East Lansing-Meridian Water and Sewer Authority (ELMWSA) Raw Water Main Project will provide a necessary increase in raw well water capacity to the ELMWSA plant in order to meet water capacity demand.
This project was completed in July 2024.

Okemos Road is now open. This project is now complete.

Weather permitting, East Lansing-Meridian Water & Sewer Authority's contractors will reopen Okemos Road between Haslett Road and the Keb's, Inc driveway on Monday, July 22.
UPDATE 7/2/24
Beginning the week of July 8, East Lansing-Meridian Water and Sewer Authority (ELMWSA) will begin utility work along Park Lake Road from Golfridge Drive to Coleman Road. During this first phase of the project, Park Lake Road from Golfridge Drive to Coleman Road will be CLOSED TO THROUGH TRAFFIC. A detour will be provided via Coleman Road to Nichols/Newton Road to Lake Lansing Road or Saginaw Street.
Local northbound traffic will be permitted on Park Lake Road from Golfridge Drive to Coleman Road. The Park Lake Road phase of the project is expected to be completed by the end of September.
Once the work along Park Lake Road has been completed, utility work will continue along Coleman Road between Park Lake Road to the east 1,000 feet. Water main will also be installed along Austin Way, starting at Park Lake Road and continuing approximately 1,000 feet, which is just south of the Austin Way/La Fleur Drive intersection.
Access to driveways and residences will be available during the duration of the project. Project completion will be largely dependent upon weather, but it is anticipated to be completed by the end of November.
We will provide updates as they become available.
UPDATE 7/2/24
Recent rain events canceled scheduled construction dates. Weather permitting, the contractors are currently scheduled to finish restoring Okemos Road between Haslett Road and the Keb's, Inc driveway by July 12.
All of the final work is schedule for July 10-12. So long as this work is able to proceed without any additional weather delays, Okemos Road, immediately north of the Haslett Road intersection, will be reopened on July 12.
Once Okemos Road is reopened, the contractor may need to complete any final restoration work from the Inter-Urban Pathway to just north of Haslett Road. Any final restoration work would likely only require traffic shifts, not lane closures.
UPDATE 6/15/24
The contractor will close Okemos Road between Haslett Road and the Keb's, Inc driveway for 2 to 3 weeks to allow for equipment staging while work is being completed.
UPDATE 6/12/24
On June 12, the subcontractor will be paving the final layer of asphalt in the southbound lane from the Inter-Urban Pathway to Haslett Road. On June 13, the subcontractor will be paving the final layer of asphalt in the northbound lane from the Inter-Urban Pathway to Haslett Road. Once the paving is completed, the permanent pavement markings will be applied. Northbound and southbound traffic will be maintained during this paving work, but motorists should expect delays and avoid this area if possible on these two paving dates.
The Haslett Road/Okemos Road intersection closure began on June 3 and was anticipated to be closed for 2-3 weeks. Assuming we do not experience any rain events or other unanticipated delays, the contractor is currently on schedule to reopen the intersection by the end of the day on Friday, June 14.
Once the intersection has been reopened, Okemos Road, from Haslett Road to the Keb’s Inc. driveway will be closed to northbound traffic for 2-3 weeks. During this time, the contractor will be to tying into the existing raw water main that was constructed in 2022 and 2023 under the northbound lane of Okemos Road between the Township’s North Fire Station and KEBS Inc.
Once Okemos Road (from Haslett Road to Lake Lansing Road) is reopened, the contractor may need to complete any final restoration work from the Inter-Urban Pathway to just north of Haslett Road.
UPDATE 5/31/24
Weather permitting, the schedule for the final phases of the East Lansing-Meridian Water and Sewer Authority (ELMWSA) Raw Water Main Project is as follows:
Okemos Road from the Inter-Urban Pathway to the Haslett Road Intersection:
- May 31: During construction on 5/29/24, it was determined that additional excavation was necessary in the southbound lane of Okemos Road immediately north of the Raby Road intersection. This additional excavation work will be completed on 5/31/24.
- June 1: The paving subcontractor will pave in the southbound lane of Okemos Road immediately north of the Raby Road intersection where the final excavation work was completed on 5/31 and install temporary pavement markings from the Inter-Urban Pathway to the Haslett Road Intersection.
- June 3: Okemos Road will be reopened to northbound and southbound traffic on Monday, June 3 so long as this work is able to be completed on schedule. If weather delays are experienced, the reopening of Okemos Road to northbound and southbound traffic will also be delayed.
- The top and final layer of asphalt will be paved the week of June 3, likely in one day. That date has not been determined at this time but will be announced soon. During this work, Okemos Road will be paved a half width at a time. Northbound and southbound traffic will be maintained in the lane that is not being paved to the greatest extent possible. Motorists will experience delays as the lane that is used to maintain traffic will have to accommodate some construction traffic that is necessary to complete the paving while also being used to switch between northbound and southbound traffic using flaggers.
- June 7: Permanent pavement markings are scheduled to be applied.
- Beginning on June 3, the contractor will completely close the Haslett Road/Okemos Road intersection to install the raw water main under the intersection and just north of the intersection between the Township’s North Fire Station and Keb’s Inc. Okemos Road will remain open north and south of the Haslett Road intersection during this work. Haslett Public Schools is aware of the intersection closure and is adapting their bus routes accordingly.
- Weather dependent, the Haslett Road/Okemos Road intersection should be closed for 2-3 weeks. So long as we experience fairly dry weather conditions, we anticipate that the intersection will reopen between June 17 and June 24.
- Once the Haslett Road/Okemos Road intersection has been reopened, the contractor will complete any final grass and other restoration work.
UPDATE 5/22/24
Weather permitting, the schedule for the final phases of the East Lansing-Meridian Water and Sewer Authority (ELMWSA) Raw Water Main Project is as follows:
May Work
- For the northbound lane of Okemos Road, the first of two layers of asphalt has already been paved from the Inter-Urban Pathway to just south of Raby Road.
- May 28: For the northbound lane of Okemos Road, the first of two layers of asphalt will be paved from just south of Raby Road to Haslett Road.
- May 29: The contractor will mill off the top layer of asphalt in the southbound lane of Okemos Road from the Inter-Urban Pathway to just south of Haslett Road.
- May 30: The contractor will pave the top and final layer of asphalt in the northbound and southbound lanes of Okemos Road from the Inter-Urban Pathway to just south of Haslett Road.
- May 31: The contractor will stripe the newly paved road from the Inter-Urban Pathway to just south of Haslett Road.
- Once the striping of the road has been completed, Okemos Road will be reopened to northbound and southbound traffic.
June Work
- Beginning on June 3, the contractor will completely close the Haslett Road/Okemos Road intersection to install the raw water main under the intersection and just north of the intersection between the Township’s North Fire Station and Keb’s Inc. Okemos Road will remain open north and south of the Haslett Road intersection during this work. Haslett Public Schools is aware of the intersection closure and is adapting their bus routes accordingly.
- Weather dependent, the Haslett Road/Okemos Road intersection should be closed for 2-3 weeks. So long as we experience fairly dry weather conditions, we anticipate that the intersection will reopen between June 17 and June 24.
- Once the Haslett Road/Okemos Road intersection has been reopened, the contractor will develop a schedule to complete any final grass and other restoration work from the Inter-Urban Pathway to just north of Haslett Road. Weather dependent, the final restoration work should be completed in late June or early July, which will conclude the project.
UPDATE 5/2/24
The contractor has completed installation of the raw water main from the Inter-Urban Pathway to just north of Raby Road.
The contractor is currently working to schedule the paving subcontractor to pave the first of two layers of asphalt in the northbound lane of Okemos Road from the Inter-Urban Pathway to just south of Raby Road the week of May 13. The paving date is still TBD.
Once this paving work has been completed, Okemos Road will be reopened to northbound and southbound traffic south of Raby Road.
Weather permitting, from 5/3/24 to 5/20/24, the contractor will continue to work on installing the raw water main from just north of Raby Road to just south of the Haslett Road intersection. During this phase, this section of Okemos Road (from Raby Road to Haslett Road) will be closed to southbound traffic, but open to northbound traffic.
Once the raw water main has been installed to just south of the Haslett Road intersection, the paving subcontractor will pave the first of two layers of asphalt from Raby Road to Haslett Road. The paving subcontractor will then pave the second and final layer of asphalt. After this paving has been completed, Okemos Road will be reopened to NB and SB traffic up to Haslett Road.
The final phase will be the installation of the raw water main under the Haslett Road/Okemos Road intersection and just north of the intersection between the Township’s North Fire Station and Keb’s Inc.
We currently anticipate closing the intersection the week of 5/27/24. Haslett Public Schools is aware of the intersection closure and is adapting their bus routes accordingly.
Weather dependent, the Haslett Road/Okemos Road intersection should only be closed for 2-3 weeks.
Completion of each phase of the project is largely dependent upon weather conditions.
UPDATE 4/23/24
The contractor has completed installation of the raw water main from the Inter-Urban Pathway to Raby Road. The contractor is currently working to schedule the paving subcontractor to pave Okemos Road from the Inter-Urban Pathway to Raby Road. Once this paving work has been completed, Okemos Road will be reopened to northbound and southbound traffic south of Raby Road.
The ELMWSA Raw Water Main project will continue, as there are still two more phases of construction in 2024 before the project will be completed:
- The second to last phase will be the installation of the raw water main from Raby Road to Haslett Road. During this phase, this section of Okemos Road (from Raby Road to Haslett Road) will be closed to southbound traffic, but open to northbound traffic.
- The final phase will be the installation of the raw water main under the Haslett Road/Okemos Road intersection. This phase will also include a section of raw water main that will need to be installed immediately north of the intersection.
Completion of every phase of the project is largely dependent upon weather conditions. If we experience a very dry year, the project could be completed in August. However, if we experience a lot of rain/weather delays, the project completion could be delayed until October or November. Work will cease in November due to weather conditions.
UPDATE 3/28/24
The closure of Okemos Road at the Inter Urban Pathway will now be in place until at least Friday, April 12.
UPDATE 3/28/24
The ongoing ELMWSA watermain installation project will cause a change in the current road closure along Okemos Road effective April 1 and lasting through April 5.
Beginning April 1, Okemos Road will have a hard closure at the Inter Urban Pathway. This area will not be passable.
Local access to Okemos Road between the Inter Urban Pathway and Haslett Road will be maintained using Haslett Road, southbound Bayonne Avenue, and westbound Raby Road.
Along Okemos Road, local two-way traffic will be maintained between the Inter Urban Pathway and Raby Road. Between Raby Road and Haslett Road, travel will be limited to NORTHBOUND TRAFFIC ONLY.
After April 5, the Okemos Road closure will return to the existing closure for Phase 1 of the watermain installation project.
UPDATE 3/7/24
According to the Ingham County Road Department, Okemos Road will be closed from the Inter-Urban Pathway (just north of Quarry Road) to Haslett Road beginning Wednesday, March 13, for an ELMWSA watermain installation project.
This closure is for the first phase of the three-phase project. Updates regarding Phases 2 (intersection of Haslett Road and Okemos Road) and 3 (Okemos Road north of the Haslett Road intersection) will be provided at a later date. The full project is expected to be completed in fall 2024.
Okemos Road from the Inter-Urban Pathway to Haslett Road will be closed to through traffic. Access will be maintained for northbound traffic only for local residents, businesses, emergency services, and school buses. All others are encouraged to follow the posted Haslett Road - Marsh Road - Grand River Avenue detour.
UPDATE 8/2/23:
ELMWSA’s contractor needs to complete work on the east side of Okemos Road. During this initial phase of this work, Okemos Road will be closed to local traffic only and northbound traffic will be shifted around the work areas on Okemos Road between Haslett Road to Lake Lansing Road.
There will be a 2-3 day period where there will be a hard closure of the northbound lane of Okemos Road just north of Haslett Road. The southbound lane will be used to maintain northbound and southbound traffic during this 2-3 day period. Construction crews will direct northbound and southbound traffic around this work area using the southbound lane. We will announce these dates when they are known
UPDATE 7/21/23
Work on the new raw water main has been completed. The contractor will pave the first course of asphalt on the Lake Lansing/Okemos Road intersection on Friday, July 21. The final course of asphalt will be paved by Thursday, July 27. Once the final course of asphalt cools, the intersection will be reopened.
There will be some additional work at the raw water main requiring only lane shifts along Okemos Road between Haslett Road and Lake Lansing Road. This work will involve connecting new wells to the raw water main.
UPDATE 5/30/22
Beginning the week of June 5 and lasting through mid-July, the Lake Lansing Road and Okemos Road intersection will be closed for work on the East Lansing-Meridian Water & Sewer Authority raw water main at the intersection. The intersection will not be passable for any traffic.
Community members are encouraged to follow posted detours during this time and expect travel delays.
UPDATE 11/14/22
- Okemos Road from Haslett Road to Lake Lansing Road will be fully reopened on November 11, 2022.
- Temporary paving of Okemos Road just south of the Lake Lansing intersection was completed on November 10, 2022.
- The new raw water main still needs to be tied into the existing raw water main under Lake Lansing Road at the Okemos Road intersection. This work will occur in May and June of 2023. Only the intersection will need to be closed in the spring for this final stage of the project.
- There will be some additional work to install an 8” water main on the condo properties along Okemos Road in the spring of 2023.
UPDATE 10/28/22
This project ran into material shortages and some of the underground utilities were not located where the as-built records indicated. The contractor still needs the lane closure to complete some additional work along Okemos Road.
The Township spoke with ELMWSA’s contractor on October 28 and the goal is to:
- Have the opening of Okemos Road just south of the Lake Lansing Road intersection closed up and paved the week of October 31.
- Complete the remaining work and fully reopen Okemos Road the week of November 7.
The project will resume next spring, but the only section of road that will need to be closed at that time is the Okemos/Lake Lansing Road intersection so the new raw water main can be tied into the existing main under Lake Lansing Road.
We appreciate your patience during this construction project which will ensure that our water treatment plant has the necessary supply of groundwater to continue serving all of us.
UPDATE 10/19/22
- Southbound Okemos Road is closed from Haslett Road to Lake Lansing Road for the installation of a new raw water main on the east side of Okemos Road. Southbound Okemos Road is currently anticipated to be reopened on Wednesday, November 16.
- Northbound Okemos Road is open, but traffic is shifted to the west side of the road.
- The Lake Lansing/Okemos Road intersection will be closed beginning on Wednesday, October 26 to tie in the new raw water main to the existing raw water main under the intersection. The intersection is currently anticipated to be reopened on Wednesday, November 16.

- Please use Marsh Road, Saginaw Highway, Haslett Road and Park Lake Road for the detour routes for this intersection closure.
